Every winter, huge numbers of sun-seeking RVers hit the road to Arizona and Southern California where they camp for free or pennies a day on public lands. Among the most popular areas are LTVAs -- Long Term Visitor Areas, where an RVer can stay for up to seven months for less than a dollar a day. LTVAs are administered by the Bureau of Land Management.
